Twitter blocked in Pakistan

Twitter blocked in Pakistan : as far many user complains and having problem in accessing twitter they can't open Twitter site some people saying its down for server maintenance and some saying its block in Pakistan now at what we should trust its down or block??
the site is not opening today and its opening by mean of proxy and software so it can be block in Pakistan
after confirmation news it would be declared that its block or down due to maintenance
